Union Home and Cooperation Minister Shri Amit Shah, as the chief guest, addressed the North-East Students’ & Youth Parliament in New Delhi, organized by Student Experience in Inter-State Living (SEIL).

Union Home and Cooperation Minister Shri Amit Shah stated that before independence, the Northeast contributed over 20% to India’s GDP, which has now fallen below 7%. He highlighted the region’s immense potential for global tourism and praised its highly intelligent youth and hardworking tribes. The Northeast is a priceless gem of Indian culture, enriched with a rich heritage. Shri Shah highlighted its diversity, with over 220 tribal groups, 160+ resident tribes, 200+ languages, 50 unique festivals, and 30 globally renowned dance forms. The region has 78 unique musical instruments, 100+ traditional attires, and unparalleled craftsmanship, handicrafts, and cuisine. Despite its many unique qualities, the Northeast lagged in development due to past periods of misinformation and conflicts that fueled terrorism and separatism. Violence, shutdowns, drugs, blockades, and regionalism fragmented the Northeast, not only distancing it from the rest of the country but also creating divisions among its own states. As a result, the region remained underdeveloped for 40 years, with terrorism and separatist groups being the biggest obstacles to progress.

Union Home Minister Shri Amit Shah emphasized that the Northeast has always been a priority for the BJP government. Earlier, there was no dedicated ministry for the region, but it was established during Shri Atal Bihari Vajpayee Ji’s tenure. Hon’ble PM Shri Narendra Modi Ji has placed the Northeast at the core of every government initiative.  A key achievement of the Modi government is reducing the gap between the Northeast and the rest of India. By 2027, all Northeastern state capitals will be connected via rail, air, and road networks. Hon’ble PM Shri Narendra Modi Ji has not only enhanced connectivity but also bridged both physical and emotional distances between the Northeast and the rest of the country. The Modi government has made the Northeast a priority in every scheme, engaging with militant groups to understand their concerns, reach agreements, and integrate them into the mainstream. As a result, the region has witnessed significant peace over the past decade. Between 2004 and 2014, the Northeast saw 11,000 incidents of violence, whereas from 2014 to 2024, this number dropped by nearly 70% to 3,428. He also noted a 70% reduction in security personnel casualties and an 89% decline in civilian deaths. The Modi government has signed agreements with all major militant groups, leading to the surrender of over 10,500 rebels. In the past 10 years, 12 key peace agreements have been reached with insurgent groups. Under the vision of Ek Bharat, Shreshtha Bharat, the government has honored, preserved, and promoted the Northeast’s languages, dialects, culture, attire, traditional dances, and arts. Additionally, by disarming 10,000 insurgents, the government has fostered an environment of peace across the region.

Shri Amit Shah emphasized that development is impossible without peace, as it is a fundamental prerequisite. The Modi government has successfully worked toward establishing peace in the Northeast. He highlighted the significant role of space technology in the region’s progress. Through the North Eastern Space Applications Centre (NESAC), around 110 projects have been launched. Satellite mapping is being used for flood management, and over 300 lakes will be created in the coming years to provide a permanent solution to flooding in the Northeast. Shri Shah mentioned that a single-window system has been implemented to accelerate the region’s development, supported by a substantial budget allocated by the Modi government. Hon’ble PM Shri Narendra Modi Ji has prioritized the Northeast’s growth over the past decade and has mandated that at least one Union Minister visit and stay overnight in a Northeastern state every month. While all Prime Ministers combined had visited the Northeast only 21 times since Independence, Hon’ble PM Shri Narendra Modi Ji alone has made 78 visits, demonstrating the government's strong commitment to the region’s development.

Union Home and Cooperation Minister Shri Amit Shah highlighted the Modi government's significant efforts in the past decade to boost development in the Northeast, along with a substantial increase in budgetary allocations. The 2024-25 budget saw a 153% rise compared to 2014-15 under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji’s. For enhanced connectivity, ₹41,000 crore was invested in roads, and ₹47,000 crore was allocated specifically for rural roads, totaling ₹90,000 crore for road infrastructure in the region. Additionally, 64 new air routes were launched, ₹4,800 crore was allocated under the Vibrant Villages Program to benefit Arunachal Pradesh, and ₹18,000 crore was dedicated to railway development in the Northeast.

Shri Amit Shah stated that India’s largest rail-cum-road bridge has been built over the Brahmaputra River. Key infrastructure developments under the leadership of Hon’ble PM Shri Narendra Modi Ji, including the construction of the Bhupen Hazarika Setu, a Greenfield airport in Arunachal Pradesh, 100% railway electrification, a new railway line connecting Assam to Bhutan, and Sikkim’s achievement of 100% organic farming. He also announced a ₹27,000 crore semiconductor plant in Assam, which will create job opportunities for the youth. Investments worth ₹2.5 lakh crore are being made in the Northeast to boost economic growth. The foundation for development has been laid over the past 10 years, and in the coming decade, opportunities will be created so that the youth of the Northeast won’t have to migrate for jobs and they will find employment within their own region. True development stems from a deep connection with a region. Since the Northeast has long been neglected, substantial investments are essential to bridge the gap and accelerate growth.

Union Home Minister Shri Amit Shah stated that India has resolved to become a fully developed nation by 2047, leading globally in every field. This vision is a collective commitment of 140 crore Indians, and by 2047, Bharat Mata will shine with full glory on the world stage. He highlighted the government's efforts to engage the youth in this mission, including the introduction of the New Education Policy (NEP) by Hon’ble Prime Minister Shri Narendra Modi Ji. The NEP focuses on preserving regional languages, promoting education in the mother tongue, and making the education system both locally rooted and globally competitive, creating vast opportunities for the youth.

Shri Amit Shah highlighted the significant expansion in India's education and healthcare sectors since 2014. The number of AIIMS has increased from 7 to 23, while medical colleges have grown from 387 to 766. MBBS seats have tripled from 51,000 to 1.51 lakh, and PG medical seats have risen from 31,000 to 73,000. India now has 56 central universities, 23 IITs, 21 IIMs, 31 NITs, 25 IIITs, and 8 IISERs. With a 100% increase in capacity, the government aims to further enhance technical education over the next three years. Through innovation in diverse fields ranging from space exploration to rural development and defense the Modi government has created vast opportunities, securing a promising future for the youth.

Union Home and Cooperation Minister Shri Amit Shah emphasized that the Northeast is of great significance to Hon’ble Prime Minister Shri Narendra Modi Ji and the Government of India. The government's commitment goes beyond budget allocations, focusing on the region’s development, unity, and peace under the leadership of Hon’ble Prime Minister Shri Narendra Modi Ji. Shri Shah urged that rather than dwelling on the setbacks of the past four decades, efforts should now be directed towards planning for the future, ensuring the Northeast's vital contribution to shaping a Mahaan Bharat by 2047.
