Union Minister and Senior BJP Leader Shri Hardeep Singh Puri addressed a press conference at the party's central office on Sunday. During the conference, Shri Puri unveiled the reality behind the false promises made by Arvind Kejriwal to the people of Delhi and strongly criticized him for the misgovernance that has plagued the city over the past decade. Shri Puri asserted that Arvind Kejriwal's government not only misled the people of Delhi but also consistently betrayed their trust.
Shri Puri stated that when Arvind Kejriwal started his political journey, it was genuinely believed that a major movement against corruption was about to take place at Ramlila Maidan. Kejriwal's personality was influential at that time, as he used to wear a muffler, sit in the front seat of a Wagon R, and had sworn never to join politics.
Union Minister Shri Puri shared a personal experience, stating that when Kejriwal was seeking study leave from the IRS, Shri Jaswant Singh, who was the Finance Minister at the time, was also impressed that a young officer wanted to pursue further studies. Kejriwal's plans then slowly started to unfold. Shri Puri also mentioned that he is personally aware of the pronouncements Kejriwal made in 2020 in Delhi and in 2022 in Punjab. He added that he has closely analyzed the damage Kejriwal caused to Delhi, as he is a resident of the city.
Shri Puri pointed out that in 2022, Kejriwal had promised that the world-class achievements made in Delhi would be replicated in Punjab. Kejriwal had made significant promises, the first being that every woman in each household of Punjab would receive ₹1000 per month. This promise was made in 2022, and now, in 2025, the same women from Punjab have to come to Delhi to have their voices heard. Another promise was that Punjab would be freed from drugs. Today, on major TV channels, a self-proclaimed 'drug-free' leader from Punjab is now showcasing his work in Punjab while telling Delhi what needs to be done. Since the formation of the AAP government in Punjab, the rise in activity among drug lords there is a topic that would require an entire session to address. From morning till primetime, advertisements promoting 'drug-free Punjab' are being broadcasted, and in some ways, the TV channel owners are at least benefiting financially from the 'drug-free' leadership of Punjab.
Union Minister Shri Puri stated that the Delhi elections in 2020 were held on February 8, and at that time, Kejriwal made 10 guarantees on January 19. These included promises such as 24-hour free electricity for the people of Delhi, with 200 units provided for free. Kejriwal also guaranteed that Delhi would be free from the chaos of high-tension wires. Another promise was that every household would receive 24-hour piped drinking water, with 20,000 liters provided free of charge. Kejriwal also promised world-class education facilities, both in government and private sectors. A commitment was made to build 500 new schools, but by the end of 2022, only 65 schools had been built. Later, it was revealed that the number of schools had been inflated by counting classrooms instead, with claims that 20,000 classrooms had been constructed. A 2020 report from Delhi's Central Vigilance Commission stated that the Delhi government was even counting toilets as classrooms. This highlights the lack of credibility in the AAP leadership.
Shri Puri stated that AAP also promised better healthcare for all, with world-class 'mohalla clinics' being one of their key assurances, which everyone has seen. AAP guaranteed the construction of more than 500 km of metro network and the introduction of 11,000 buses in Delhi, with free travel for women and students. The sixth promise was to tackle pollution, free the Yamuna River, and plant more than 2 crore trees. However, the current pollution level in the Yamuna is 500 times higher than the prescribed limits. As for the trees, there's no clear evidence of any being planted, and in terms of visibility, the situation in Delhi continues to worsen. When questioned, AAP leaders simply divert the topic. The seventh promise was that Delhi would be garbage-free, with streets and paths clear of waste. The eighth guarantee was to install 1.5 million cameras and 1.5 lakh street lights for women's safety, and to appoint Mohalla Marshals. The ninth promise was to build roads, water drains, and provide housing in informal colonies for slum dwellers. The tenth guarantee was to build permanent houses for those living in slums under the 'Jaha Jhuggi Waha Makaan' scheme. These were the 10 guarantees made by AAP.
Senior BJP Leader Shri Puri stated that the 10th guarantee of 'Jaha Jhuggi Waha Makaan' was regarding the regularization of unauthorized colonies, an issue that has been ongoing since 2006 and was meant to be addressed by the state government. Shri Puri recalled that when Hon’ble PM Shri Narendra Modi Ji included him in his team on September 3, 2017, the concern was to take action on this matter. The PM Awas Yojana was introduced in June 2015 across the country, but the Delhi government failed to implement central schemes like Ayushman Bharat in Delhi. The PM Awas Yojana was also not implemented in Delhi. This scheme has four verticals: the first is affordable housing and partnership, where the state or UT government provides the land, and both the central and state governments contribute funding. The second is beneficiary-led, which helps families to renovate their old homes. The third is in-situ slum rehabilitation, and the fourth does not involve the government, with funding provided through credit-linked subsidies from banks. However, Kejriwal did not allow the PM Awas Yojana to be implemented in Delhi and instead kept talking about the 'Jaha Jhuggi Waha Makaan' scheme.
Shri Puri emphasized that when he became associated with the Ministry of Housing and Urban Affairs in 2017, the ministry sent numerous letters to Arvind Kejriwal urging him to complete the necessary work. However, in 2019, Kejriwal claimed that a survey needed to be conducted, and only after that would they determine what steps to take. It was at this point that Hon’ble Prime Minister Shri Narendra Modi Ji realized AAP had no intention of taking action on the issue. Meanwhile, there were reports suggesting that several senior AAP politicians were acquiring properties in unauthorized colonies, anticipating that once regularized, they would profit significantly. In November 2020, the BJP government introduced a law in Parliament. Although work slowed down due to the COVID-19 pandemic, progress continued. Throughout this entire process, Kejriwal’s Delhi government failed to cooperate and instead obstructed progress at every level.
Union Minister Shri Puri stated that the Delhi Metro operates with a 50% funding contribution from both the state and central governments. However, whenever the BJP-led central government attempted to launch a new phase of the metro, the AAP-led Delhi government failed to provide its share of the funds, resulting in delays at each stage. Previously, the fare fixation for Delhi Metro had not been revised for nearly 8 years, which led to the establishment of a fare fixation committee. Based on the committee's report, the fare was supposed to increase in two installments—one in April 2017 and the other in October. Shri Puri recalled that when he joined the ministry in 2017, Kejriwal proposed making the metro free, which initially seemed appealing. He then asked Kejriwal who would repay the 28,000 crore loan that had been taken. Kejriwal's response was that making the metro free would also reduce pollution in Delhi. At that time, Arvind Kejriwal was also asked to clarify whether he intended to integrate Delhi Metro into Delhi Transport Undertaking or make Delhi Transport Undertaking a part of Delhi Metro. Referring to the Delhi Transport Undertaking, Shri Puri noted that out of the 11,000 buses, only around 3,000 are operational. The new buses arriving are a result of central schemes funded by Hon’be PM Shri Narendra Modi Ji’s government. Today, Delhi boasts one of the best urban metro systems in the world, with a ridership of nearly 70 lakh on a good day. Without the metro, these 70 lakh commuters would likely be using two-wheelers or cars.
Shri Puri highlighted that AAP had promised to build 500 schools, but by the end of 2022, only 65 had been completed, and by 2023-24, the total number had not even reached 100. Despite pledging to build 500 schools, they couldn't manage to build 100. When discussing their so-called achievements, AAP claimed they focused on classrooms rather than schools. Later, they claimed to have built 20,000 classrooms. However, a 2020 report by the Central Vigilance Commission revealed that toilets were counted as classrooms in their tally. The CVC reports claim that 4,027 classrooms were made, but they took payment for 7,137 classrooms. For 2.5 years they hid the report; only when LG asked for the report was the accountability taken. They promised to provide world-class education in Delhi, yet about 2 lakh children are deprived of education. They did not hire any new or regular teacher for the last 10 years. 43,000 permanent teachers and 13,000 guest teachers were present in Delhi schools when there was a need of 62,000 teachers, hence a shortfall of 6,000 teachers. When former UN Secretary-General Ban Ki-moon visited Delhi, he expressed his desire to see the world-class educational facilities of the Delhi government. The Aam Aadmi Party government has made two school models and provided all necessary educational and other facilities for children, but no model can be evaluated based solely on just two schools.
Union Minister Shri Puri stated that the Aam Aadmi Party had given the slogan ‘Better Healthcare for All’, yet in the last 10 years, their government has not built a single new hospital. Not a single new bed has been added to any existing hospital. At Guru Tegh Bahadur Hospital in Delhi's Dilshad Garden, a new block with 1,900 beds was supposed to be constructed, but the work has been stalled for the past 1.5 years. By February 2022, there were 7 such projects that were to be completed, with the Delhi government expected to spend ₹1,000 crore on them. Arvind Kejriwal should answer regarding the progress of these projects. Elections are due in Delhi, but the AAP government is promoting the Punjab government on TV.
Shri Puri further asked about the Sanjivani yojana; they did not implement the Ayushman Bharat Yojana. The Mohalla clinic they built is a testament to the failure of their health policy. He quoted media reports from October 2024 that say, “Untimely closure and acute staff shortage left many clinics nonfunctional; laboratory tests have been halted following an ACB investigation that revealed that 65,000 fictitious patients were prescribed tests between February and December.” Another report of April 2022, stated “326 out of 520 Mohalla clinics were running out of porta cabins.” Under the name of doctors, compounders are treating people.
Union Minister Shri Puri stated that from his experience with the Ministry of Housing and Urban Development, he can tell that dealing with these people is the most frustrating thing. Shri Virendra Sachdeva, on 5th December, gave a calculation that the AAP government has failed to provide a timely release of ₹7201 crore from Delhi Metro. They do not give their timely approval which led to time overrun and cost overrun. Despite all these obstacles, Delhi has a world-class metro system, this stands to the central government’s internal credit. Today, there is 1,000 kilometers of metro service available in the country. After China and the United States, India operates the third-largest metro system in the world. The government deserves extra credit for doing all this work despite having to deal with a person like Kejriwal. The approvals for the GNCTD and RRTS projects were not given for a year despite repeated reminders. However, today, when the metro is running smoothly and new lines are being laid, Chief Minister Atishi claims that all of this has happened because of the Delhi government.
Shri Puri emphasized that the AAP had promised 24-hour electricity, 200 units of free electricity, and to free Delhi from high-tension wires. However, the Delhi government's expenditure on electricity has risen from ₹290 crores to ₹3,250 crores, and Delhi's financial resources have been devastated. Since AAP came to power in Delhi, under the guise of providing 300 units of free electricity, they have been manipulating electricity meters and inflating the bills beyond that limit. Since the time the AAP came to power, it has been deceiving people in the name of waiving electricity bills in Delhi. AAP is a factory of lies and deceit. This is the biggest difference between the BJP and the AAP. What the BJP says, it delivers. The BJP has fulfilled all the promises made in its 2014, 2019, and 2024 manifestos. The BJP is able to do this because, before making a promise, the party ensures the implementation of that promise, whereas the Aam Aadmi Party announces things without thinking.
Senior BJP Leader Shri Puri further highlighted that as per reports AAP leaders and workers have collected phone numbers and bank account details and Aadhar cards of women in Delhi and promised to send ₹2,100 to their accounts as soon as they come back to power in Delhi. The AAP government has not yet implemented the scheme in Punjab as promised, but they made the same false promise to women in Delhi.
Union Minister Shri Puri stated that the Aam Aadmi Party had promised the people of Delhi in 2019 and 2020 that they would be provided with 24-hour clean drinking water, but even today, dirty water comes from the taps. There are many examples, like Valmiki Basti Indira Nagar; there is one tap for three slums, and the city municipal water is almost undrinkable. Every household that can afford some sort of water purification technology has installed it in their homes. DPCC Feb 2024 report states that fecal coliform level in Yamuna River was 500 times higher than the desirable level. This is Arvind Kejriwal's world-class drinking water system.
