Bharatiya Janata Party National Spokesperson and Lok Sabha MP Dr. Sambit Patra addressed a press conference at the party’s headquarters, on Friday. Dr. Patra strongly criticized the KTPP Bill passed with amendment in the Karnataka Assembly, providing a 4% quota for Muslim contractors in civil contracts. Dr. Patra claimed that Pt. Nehru’s ambition to become the nation’s head led to the partition of India, and Rahul Gandhi is following the same path. Rahul intends to expand the current 4% Muslim reservation to 100%. Dr. Patra urged Rahul Gandhi and Congress to stop promoting unconstitutional, religion-based reservations that seek to divide the country.
Dr. Patra stated that the Karnataka Assembly passed the KTPP Bill with amendments, introducing a 4% reservation for Muslim contractors in government contracts. The amendment to the KTPP Act includes two key provisions: a 4% quota for Muslim contractors in civil contracts up to ₹2 crore statewide and in goods & services contracts up to ₹1 crore. This reservation falls under Category 2B of the OBC quota, effectively reallocating benefits from the OBC community. The Siddaramaiah-led Karnataka government, allegedly acting under Rahul Gandhi’s direction, has implemented this quota at the expense of OBC rights.
BJP National Spokesperson Dr. Patra asserted that the rights of the backward classes had been compromised, urging SC, ST, and OBC communities to unite against the Karnataka government and Rahul Gandhi’s decision. On August 24, 2024, 12 Muslim MLAs from Karnataka had, for the first time, drafted a petition on this issue. Based on their request, CM Siddaramaiah consulted Rahul Gandhi before passing it today. This is not only unconstitutional but also misadventurous. It will also be difficult to be justified in court. The Karnataka government's decision represents the pinnacle of appeasement. The politics of the Congress party and its allies are driven by dynasty, appeasement, and casteism, but what the Siddaramaiah government has done in Karnataka today is the height of appeasement. It would not be an exaggeration to say that Rahul Gandhi is, in some way, politically unfit, and for this reason, he is attempting to advance his political ambitions through appeasement.
Dr. Patra stated that the 4% reservation introduced today could eventually expand to 100% in the future. Before and during 1947, what started as a small spark driven by Pandit Nehru’s personal ambition ultimately resulted in partition of the country. The nation was divided solely to fulfill his aspiration of becoming the head of state. Today, Rahul Gandhi is treading the same path, and the 4% introduced now signals an intent to extend it to 100% in the future. This reflects the politics of jihad. Just as entire villages were seized by granting land to the Waqf Board, which was termed ‘land jihad,’ a display of ‘anti-national jihad’ was evident in the Karnataka Assembly when Congress leaders raised pro-Pakistan slogans. Likewise, the large-scale financial aid allocated for the development of the Waqf Board was labeled as ‘economic jihad.’ Now, Karnataka is witnessing ‘contract jihad,’ where 4% of government contracts are being exclusively reserved for Muslim contractors.
BJP National Spokesperson Dr. Patra stated that in September 2024, the Karnataka government made Urdu a mandatory language for Anganwadi teachers in certain districts. Similarly, during previous elections, an alliance between the Congress and the radical organization Popular Front of India (PFI) was also seen. After coming to power, the previous Siddaramaiah government had secured the release of PFI members from court, who had disrupted social and communal harmony and incited communal tensions. The recent Karnataka Budget also seems more of a ‘Muslim budget’ rather than a state specific budget. The budget includes a ₹6,000 monthly allowance for Imams, a 4% reservation in construction contracts, and ₹50,000 assistance for Muslim marriages. Why are such benefits exclusive to Muslims instead of being extended to all communities?
Dr. Patra highlighted that the Karnataka budget allocates ₹150 crore for the development of Waqf properties and kabristans, ₹100 crore for Urdu schools, ₹50 lakh for Muslim cultural programs, and funds for ITI colleges in Muslim-majority areas. But what defines a ‘Muslim-majority area’? Muslim students are receiving a 50% fee concession. Why isn’t this benefit extended to Hindu students or those from other religions? Additionally, the budget includes a residential PU college for Muslim girls in Ullal, the expansion of Haj Bhavan in Bengaluru, self-defense training for Muslim female students, and ₹1,000 crore allocated for Muslim colonies. But what exactly are ‘Muslim colonies’? BJP National Spokesperson Dr. Patra took a dig at Rahul Gandhi's politics of appeasement and said that

Dr. Patra said that If Rahul Gandhi is unfit, he should at least stop conspiring to divide the nation. Rahul Gandhi must end the politics of pushing unconstitutional religious-based reservations that attempt to fragment the country.
