Union Home Minister & Minister of Co-operation Minister and Senior BJP Leader Shri Amit Shah released the Bharatiya Janata Party’s Sankalp Patra Part-III for the upcoming Delhi Assembly Election at the party’s Delhi office, on Saturday. Shri Shah highlighted the developmental works carried out in Delhi under the leadership of the Hon'ble Prime Minister Shri Narendra Modi Ji, and unveiled BJP's commitments for refugees, gig workers, and youth in Delhi. Shri Shah described the Aam Aadmi Party as a party that makes false promises and, despite failing to fulfill them, once again presents itself to the public with a mask of innocence. During the event, Delhi BJP In-charge and party’s National Vice-President Shri Baijayant Panda, Delhi BJP President Shri Virendra Sachdeva, Union Minister Shri Harsh Malhotra, MPs Shri Manoj Tiwari, Shri Praveen Khandelwal, Sushri Bansuri Swaraj, former Union Minister Shri Harshvardhan, along with other party leaders and office bearers, were present on the stage.

 

Shri Shah stated the BJP’s tradition is to take elections seriously, believing that elections are the medium to connect with the people. To determine the policy-making of the government formed through elections, we go among the public to find out what is expected from the BJP in the elections. Without naming any party, it can be said that for the BJP, the Sankalp Patra is a matter of trust and a list of welfare works that need to be done, not just mere promises. Especially after 2014, Hon'ble Prime Minister Shri Narendra Modi Ji has established the politics of performance, and the BJP has been determined to fulfill all the promises made in Lok Sabha and Vidhan Sabha elections in the last 10 years. This is the track record of BJP. Delhi BJP has sought suggestions by conducting grassroots consultations with traders, slum dwellers, women, youth, JJ cluster residents, unorganized labor, middle-income group people, and professionals. A total of 1 lakh 8 thousand different people have given their suggestions. 12,000 small and big meetings were held with 62 different types of groups, and suggestions were also obtained through 41 LED vans. These suggestions were sought keeping in mind Delhi's budget and its requirements, and after that, BJP's Sankalp Patra for the Delhi Assembly Elections 2025 has been drafted. The first part of the Sankalp Patra was launched by BJP National President Shri JP Nadda, the second part of the Sankalp Patra was launched by BJP MP Shri Aurang Thakur, and today, the entire Sankalp Patra is being launched with the inclusion of the third part.

 

Union Home Minister stated that we have witnessed governments that have not fulfilled the promises made to the people. We have also seen governments that fulfilled their promises, gained trust, and got re-elected. We have also seen governments declaring their inability. But Arvind Kejriwal is running such a government in Delhi that makes promises, doesn't fulfill them, and then again comes to the people with a bundle of lies and an innocent face. The Kejriwal-led AAP made so many false promises that they neither have the time to fulfill them nor the willpower and resolution to do so. Kejriwal had claimed that neither he nor his ministers would take government bungalows, but they took them. A 'Sheesh Mahal' was built on 50 thousand square yards, spending more than ₹51 crores. It includes marble worth ₹6 crores, motorized curtains worth ₹4-6 crores, automatic doors worth ₹70 lakhs, 16 smart TVs worth ₹64 lakhs, carpets worth ₹50 lakhs, decorative pillars worth ₹36 lakhs, and recliner sofas worth ₹10 lakhs. AAP, a political party born out of Anna's movement, had promised simplicity, but now they are living in houses worth crores.

 

Shri Shah remarked that AAP had promised to shut down liquor shops in residential areas, yet they issued licenses to open shops near temples, gurudwaras, and schools. They also committed a liquor scam worth thousands of crores, which was carried out by none other than the Education Minister of Delhi, something never seen before from an education minister. Kejriwal had also claimed to clean the Yamuna within 7 years, like London's Thames River, and said he would take a dip in it, but to this day, the people of Delhi are still waiting for that dip. He had promised to provide a free clinic and hospital model, but instead, he established mohalla clinics and indulged in scams, cheating the people of Delhi. Kejriwal had promised to double the number of hospital beds, but that too remains unfulfilled. Kejriwal had also promised to provide clean and free tap water 24x7 and vowed to make Delhi pollution-free, but both promises remain unfulfilled. Instead, he held press conferences to blame the increased pollution. He had also pledged to make Delhi corruption-free, but instead, Kejriwal himself, along with many of his MLAs, MPs, and cabinet ministers, went to jail on corruption charges. Kejriwal now claims his bail as a clean chit and deceives the public into believing it.

 

Union Home Minister stated that in the MCD elections of Delhi, AAP had promised to make Delhi garbage-free, but nothing has been done to fulfill that promise. The entire population of Delhi is troubled by heaps of garbage. AAP had promised to eliminate tanker mafias from Delhi, but by committing a huge scam in the water board, they sacrificed that promise as well. The AAP government had promised to establish a Sports University in Delhi, but many athletes are still searching for that university. Arvind Kejriwal had promised to set up 47 fast-track courts in Delhi, but none have been built so far. Aam Aadmi Party leaders never seem to come down from their lofty promises. They had promised to build classrooms in Delhi's schools, yet the number of children in Delhi's government schools is decreasing. People are forced to send their children to private schools. Those who promised to create a world-class drainage system have not even released a plan for it yet. For the past 10 years, AAP has done nothing but spread a web of lies and broken promises. Arvind Kejriwal had said that Delhi would have a Dalit Deputy Chief Minister, and for 10 years, the Dalits of Delhi have been waiting for this promise to be fulfilled. The Aam Aadmi Party, after forming the government twice and with the Deputy Chief Minister going to jail, still did not make a Dalit Deputy Chief Minister.

 

Shri Shah highlighted that the promises of drinking water, roads, and providing employment to 8 lakh youths remain unfulfilled. Arvind Kejriwal has drastically increased the level of corruption in Delhi. The AAP government, while formulating the liquor policy, prioritized increasing its income over concerns for Delhi’s revenue. AAP has committed several scams: a ₹28,400 crore Delhi Jal Board scam, a ₹5,400 crore ration card scam, a ₹4,500 crore DTC bus scam, a ₹1,300 crore classroom scam, a ₹500 crore panic button scam, and a ₹571 crore CCTV scam. Arvind Kejriwal built a ₹52 crore Sheesh Mahal. An AAP minister had to go to jail for illegally leasing out Waqf Board property worth ₹100 crore. They conducted 65,000 fake tests, turning Mohalla Clinics into a means for scams. They carried out a Jal Board scam under the guise of tackling tanker mafias and spent so much on publicity that the Delhi government had no money left to collect garbage. For the first time in 78 years of independence, the Supreme Court has directed the government to disclose the details of expenses incurred on publicity. The Supreme Court also stated that the money for advertisements should be spent from personal accounts, which is something the people have long been awaiting.

 

Union Home Minister emphasized that the Modi government improved the infrastructure in Delhi. A total of ₹41,000 crore was spent on the construction of various roads. ₹15,000 crore was allocated for the railways, and ₹21,000 crore for airports. Had the Modi government not worked in Delhi, the city would not have been livable today. In Delhi, nearly 73 lakh beneficiaries have benefited from the Pradhan Mantri Garib Kalyan Ann Yojana. Under the Pradhan Mantri SVANidhi Yojana, around 250,000 street vendors have been provided loans. The Pradhan Mantri Awas Yojana has been implemented without the state government's assistance. Under the Pradhan Mantri Ujjwala Yojana, 260,000 families have been provided with gas connections. Under the Pradhan Mantri Jan Aushadhi Yojana, affordable medicines have been made available at 488 stores. Around 11,000 subscribers have joined the Pradhan Mantri Shram Yogi Maandhan. Under the DBT (Direct Benefit Transfer) scheme, approximately ₹1,500 crore have been directly transferred to the beneficiaries. Under the Pradhan Mantri Jan Dhan Yojana, 65 lakh accounts have been opened. Pradhan Mantri Kisan Samman Nidhi has benefited 17,500 farmers. Under the Pradhan Mantri Mudra Yojana, 35 lakh beneficiaries have been served. Pradhan Mantri Sukanya Samriddhi Yojana has seen the opening of 8,00,000 accounts, and under Pradhan Mantri Ujala Yojana, 1 crore 33 lakh bulbs have been distributed.

 

Shri Shah, while targeting the Aam Aadmi Party, stated that making promises and actually delivering on them is the biggest difference between the working cultures of the AAP and the BJP. The Bharatiya Janata Party does what it promises, while the Aam Aadmi Party's culture is to make false promises and then appear innocent in front of the public. The AAP is propagating a major falsehood to sway the elections, claiming over the phone that if the BJP comes to power, all schemes will be stopped. In the history of Indian politics, such low-level campaigning has never been witnessed. Hon'ble Prime Minister Shri Narendra Modi Ji himself has stated, and this is a firm commitment, that not a single scheme for the welfare of the poor will be discontinued, and along with this, the schemes declared by the BJP will also be implemented. Such politics of lies does not suit the Aam Aadmi Party, and by engaging in such falsehoods, the AAP is ridiculing public life.

 

Announcements in the BJP’s Sankalp Patra Part-I and Part-II

 

Union Home Minister, reiterating the promises made by the BJP in the latter sections of its manifesto, stated that the BJP has promised to provide ₹2,500 per month as financial assistance to every poor woman. The BJP has fulfilled the promises made in states like Maharashtra, Chhattisgarh, Madhya Pradesh, Odisha, and Rajasthan. If the BJP forms the government, every pregnant woman will receive ₹21,000 as financial aid, along with 6 nutrition kits. Each mother will get an LPG cylinder for ₹500, and one free cylinder during Holi and Diwali. Under the Pradhan Mantri Ayushman Yojana, ₹5 lakh will be provided for health coverage, along with an additional ₹5 lakh from the Delhi government, totalling ₹10 lakh of free health cover. Senior citizens will receive additional health insurance coverage of up to ₹5 lakh, along with free OPD and diagnostic services. The pension for senior citizens will be increased from ₹2,000 to ₹2,500 per month, while pensions for widows and destitute women will rise from ₹2,500 to ₹3,000 per month. Additionally, Atal Canteens will be established in JJ clusters, providing nutritious meals for just ₹5.

 

Shri Shah stated that the BJP will implement all these schemes during its own tenure without blaming neighbouring states, MCD, NDMC, or the central government, and will work towards resolving the problems of Delhi. When the Aam Aadmi Party government fails to perform any task, they start demanding full statehood for Delhi. However, Kejriwal was well aware of Delhi’s administrative situation when making promises and fighting elections, yet making excuses is their habit. The BJP will provide the people with a corruption-free and transparent state government. Under the Dr. B.R. Ambedkar Scheme, the BJP will provide ₹1,000 per month as a stipend to Scheduled Caste students. Auto and taxi drivers will be given ₹10 lakh life insurance and ₹5 lakh accident insurance. A welfare board will be established for domestic workers, with ₹10 lakh life insurance and ₹5 lakh accident insurance for them as well. Mothers will receive 6 months of paid maternity leave, and the benefits under the Pradhan Mantri SVANidhi Yojana will be doubled for its beneficiaries.

 

Unauthorized colonies and refugee colonies will get ownership rights Over Land

 

Union Home Minister, while announcing the provisions of Sankalp Patra Part III, stated that Hon'ble Prime Minister Shri Narendra Modi Ji has announced granting ownership rights to over 1,700 unauthorized colonies, previously, there was no permission for construction and buy-selling in these colonies. But now, by granting complete ownership rights to these people, they will be given the authority to construct and sell according to the Ministry of Housing and Urban Affairs and Delhi's regulations. There are 13,000 sealed shops in Delhi, and the BJP has initiated a meeting with lawyers to explore judicial options for reopening them. Within 6 months of the BJP government forming, all these shops will be reopened through judicial procedures. The leases of refugee colonies, like Rajendra Nagar and Lajpat Nagar, established during the time of the partition, will be extended. This will allow the property to be inherited, bought, or sold. The BJP will grant ownership rights to refugees from Pakistan in the very first cabinet meeting. Markets owned by L&DO will be converted to freehold, and a phased implementation will be ensured.

 

Gig, Textile Workers, and Labor Empowerment

 

Shri Shah stated that when the BJP forms the government, a Gig Workers Welfare Board will be established for gig workers, providing them with life insurance coverage of up to ₹10 lakh and accident insurance of up to ₹5 lakh. Scholarships and vehicle insurance will also be provided to the children of gig workers who pursue higher education. Similarly, textile workers will receive life insurance up to ₹10 lakh, accident insurance up to ₹5 lakh, scholarships for their children, and vehicle insurance. The BJP will provide financial assistance of ₹10,000 for skill development toolkits and loans up to ₹3 lakh for registered workers. Workers will also be given accident insurance coverage of up to ₹5 lakh.

 

Employment, Transportation, and Tourism

 

Union Home Minister stated that when the BJP forms the government, 50,000 jobs will be provided to the youth of Delhi transparently, and 20 lakh self-employment opportunities will be created. The BJP will establish an integrated public transport network with an investment of ₹20,000 crore and will convert 13,000 buses into electric buses, making Delhi a 100% e-bus city. To promote tourism, the Mahabharat Corridor will be developed with the cooperation of the Uttar Pradesh and Haryana governments, and the Yamuna River Front will be developed on the lines of the Sabarmati River Front. The BJP will eliminate manual scavenging 100% and end inhuman treatment.

 

Shri Shah stated that wherever the people have elected the double-engine government under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji, BJP governments have worked to transform and develop those states. Hon'ble Prime Minister Shri Narendra Modi Ji has inspired confidence among the people, demonstrating that inclusive and comprehensive development is achievable in the country while preserving democratic systems. Hon’ble Prime Minister Shri Narendra Modi Ji has liberated the country's politics from casteism, dynastic rule, and corruption, ushering in a new era of governance. Under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji, the people of Delhi will form a double-engine BJP government, and within five years, all of Delhi's problems will be addressed. Shri Shah called on the people of Delhi to decisively punish those practicing deceitful, false, and misleading politics and allow the BJP to implement its politics of performance.
