Sub: Representation against large-scale arson and killing of innocent villagers in North Cachar Hill District, Assam

We the undersigned signatories of Mahila Suraksha Manch, NC Hill District, Assam, along with Smt Sushma Swaraj, Hon’ble Dy Leader of the Opposition (Lok Sabha), and Smt Bijoya Chakravarty, Hon’ble Member of Parliament, would like to state the following information for your perusal and necessary action.
 
The Dimasas and Zeliangrong Nagas have been harmoniously living together since the middle of 16th century. And have several common traditions and rituals. Inter-tribe marriages have been taking place between the two communities since time immemorial. And hence they are blood relations of each other.

But today both the communities are being subject to powerful mis-propaganda, exploitation, political manipulation, greed, easy money, man-made disasters, and calamities every now and then.
 
Madam, it is unfortunate that we are being haunted by communal conflicts that erupt from time to time, which is neither the creation of the local people, nor to the interest of the common man. Taking advantage of our peace loving attitude, we are being manipulated by some people to achieve their selfish ambition, and thus disrupting centuries of good hereditary relationships between the Dimasas and the Nagas. It is believed that some militant groups, with the help of some local youths, are behind the heinous activities of killing innocent people and burning of houses in Dimasa and Zeliangrong Naga villages.
 
Now the NC Hill district has become no stranger to insurgent activities. In this regard, we strongly condemn these dastardly activities and urge the Central Government to take immediate steps to control militancy, and bring peace and normalcy to the district.

We demand:
  1. The nabbing of the insurgent groups that are indulging in killings and burning of houses, and their punishment as per law.
  2. Establishment of monitoring cells to track DHD(D) militants that are not sticking to the ground-rules of ceasefire agreement.
Kindly note that the latest round of ethnic turmoil has taken place during the crop cultivating season, causing much hardship to both the Dimasas and Zeliangrong Naga people. In this connection we would like to implore your esteem authority to kindly order the dispatch of adequate ex-gratia relief.

In the light of the above, we hope that your august office would consider the matter of our representation, and seriously take steps to end the current turmoil solution in the district.
