Subject: Demand for constituting an Inquiry Committee to probe violation of Constitutional Rights of Women at mass scale at Ramlila Ground, New Delhi by Delhi Police and Government officials at midnight of 4th June, 2011.  

Respected Madam,

Undersigned is submitting this representation to your Goodself on behalf of her organization, the Bharatiya Janta Party and millions of women across the Nation who feel aggrieved and pained by the barbaric acts of brutal force and atrocities committed by Delhi Police and Government officials on women and children who had assembled peacefully at Ramlila Ground to support the hunger strike of Baba Ramdev at midnight on June 4th, 2011.

Madam, it must be well within your knowledge that Yog Guru Baba Ramdev had announced his proposed fast/ Satyagraha demanding that the Central Government initiate action to bring back Black Money amounting to billions of dollars illegally stashed in foreign banks by Indians. On June 4th, 2011, in the morning, Yog Guru Baba Ramdev began his Satyagraha in a Yoga Camp at Ramlila Maidan. According to eye witnesses and media reports around 50,000 people came out to support the Satyagraha at the said venue, a large number of which comprised of women and children. Baba Ramdev continued his fast peacefully and pursued the Government to meet the demand of immediate recovery of Black Money illegally stashed in foreign banks. At the Yoga Camp not a single act of violence was committed, there was no danger to public order, there was not even apprehension of any danger to public order, the Satyagraha was proceeding in a peaceful manner.

Hence, it was shocking to see on news channels across the Nation that while the participants at the Camp slept under the pandal, more than 5, 000 police men and Rapid Action Force men stormed the pandal in the dead of the night to forcefully and illegally evict Baba Ramdev and all the 50,000 men, women and children by the use of brutal force, lathi charge and tear gas.

It was reported in various news channels that in the beginning only male Police entered the pandal and started lathi charge and tried to disperse the peaceful assembly by use of tear gas shells. Women were not only lathi charged by male police but were also physically lifted and thrown out of the pandal, dragged by the hair and in many cases their clothes torn apart, their belongings left behind in the chaos that ensued thereafter. Given the brutal way in which supporters of the Satyagraha were dealt with, it was sheer chance that a stampede was averted.

In this process, dignity of women was rampantly ruined ; serious injury inflicted upon them. Some of the victims of atrocities were admitted to Lok Nayak Jai Prakash Narayan Hospital. One of them namely, Smt. Rajbala w/o Shri Jaidip was seriously injured as her spinal cord was fractured due to the lathicharge. She battles for life at G.B. Panth hospital awaiting justice. Many women and children were admitted with serious injuries in various hospitals across the National Capital.

This brutal police action on innocent women and children in the middle of the night is a clear violation of the fundamental right to life and peaceful assembly without arms, violating the very constitutional safeguards the Government was elected to uphold. The action of the Government of India and the government of State of Delhi to demolish and crush the peaceful Satyagraha at the Yoga camp on the grounds that politics was being discussed in the camp is an act of political considerations and is contrary to the provisions of the Constitution of India.

Madam, it is the fundamental right of the people to resort to peaceful demonstrations like the one at Ramlila Ground. This kind of Police action for merely asking the Government to bring back Black Money from foreign banks is unthinkable and dictatorial. Looking at the large number of Police and RAF deployed for the operation, it seems as if the government had planned this move well in advance. This barbaric conduct of the Government reinforces the fact that justice cannot be expected from the Centre and/or the State governments as they have been instrumental in planning and executing this barbaric, inhuman, undemocratic and condemnable act.

Madam, the undersigned requests you to take special note of these developments and constitute a Committee to inquire and independently probe into the issue immediately without fear or favour. In this process, the Committee may make spot inquiries, examine various witnesses, collect evidence and submit the report with its recommendations for future action. For any assistance, the undersigned will render her full support for this cause.
