Dear Sir,
Charges against the Mayawati’s regime in Uttar Pradesh, involving wide spread loot and corruption, are quite well known now. We would like to highlight through this memorandum, the various financial frauds in the guise of which Mayawati’s Government has not only looted and cheated the government machinery and siphoned off crore of money rightly owned by the government but has also caused widespread dismay and environment of deep corruption in the State and among the pupils of the State.
The Comptroller and auditor General of India, being the Central Authority to audit/investigate in the financial frauds like these, make an endeavor to make investigations audit /special audit into the same and take strictest of action against the corrupt and cheaters.
We request you to have special audits for the following transactions, authorities, scheme….
- Noida Authority ; land allotments etc
- Greater Noida Authority : land acquisition, allotment, non transparency
- Yamuna Express Authority
- Sugar Corporation; sale of sugar mills
- UP govt advt & publicity campaign of 2011
- Agra Power _ Torent Power transaction
- Liquor Contracts etc
- NRHM National Rural Health Mission schemes, execution scam
- Mines allotments, fees, collection etc
- Vridha, Vidhava, Vikalang Pension disbursements
- NOIDA land allotment scam – Maha Ghotala involving Rs.40,000 crore scam
- NOIDA Farm House Ghotala
- Sugar mill Sale and Allotment scam
- NOIDA land allotment Scam – Maha Ghotala- Rs.60,000 crore worth of land sold to a handful of builders in a non-transparent manner at 1/3rd the price i.e. about Rs.19,490 crores only. (Please note that the authenticity of the figures are based on the reply received from the NOIDA land development authority against the RTI application we made in May 2011)
- 16 prime plots measuring around 247 lakh sq.ft. sold to 10 handful builders.
- The investment seems to have been received from tax heavens like Mauritius.
- 8 out of 13 companies involved in the NOIDA scam have been incorporated between 2010 & 11 with capital of Rs.100,000 only.
- One of the companies out of the above called AIMS Sanya Developers Ltd. was incorporated after the finalization of the deal i.e. deal finalized on 26/03/2010 while the date of incorporation of the company is 06/05/2010. How a deal can be finalized with a non-existent entity.
- In 2010, NOIDA authority / Mayawati Government acquired land from farmers for planned industrial development.
- They were paid Rs.88o/sq.mt.
- The land was gifted in 2010-11 to a few selected group of builders (which incidentally coincides from among the 13 mentioned above and a few others.
- Market price of the said land parted away from the farmers is Rs.15000/- per sq. ft. (as per our inquiry and investigation)
- The UP Sugar Corporation announced the privatization of the sugar mills due to two factors as per their RTI reply (enclosed):
- Low capacity of the sugar mill unit
- Loss making
2. Under the privatization scheme, sale of 19 sugar mills was finalized out of which 11 operational sugar mills were sold, while 8 sugar mills were non-operational.
3. It is shocking to note from the report that lands sold to a few selected companies, some of whose existing business is miles away from sugar manufacturing, i.e. no experience of the bidders is considered.

5. Assets and other scrap from the mills worth crores is not even counted in the deal price
6. Lands sold at below the bid price, what to say about the market price
7. Again it is sold to very few selected companies, in a highly non-transparent manner.
BJP released the First Information Report (FIR) on Rs.2,54,000 crore on Mayawati’s 100 Ghotale at a function on 7th April, 2011 at Lucknow.
