Dear Sir,

After the delimitation of Lok Sabha and State Assembly Constituencies, the Election Commission is in the last stages of preparing Photo-Voter lists, lists of polling booths and the photo identity cards. This year elections for Six state legislative Assemblies i.e. Madhya Pradesh, Rajasthan, Chattisgarh, Delhi, Jammu & Kashmir and Mizoram are due for which the Election Commission is making all preparations. We invite the kind attention of the Hon’ble Commission towards the following important points in this regard.

1. Several states and areas in the country have been badly affected because of floods during the last two months, where large numbers of people have not been able to get their names included in the voter lists. Therefore, the time limit for updating of the voter lists be extended.

2. In many villages where several dwellings are located apart from each other no polling centers have been established. Whereas many of such clusters (Majras) of dwelling units have 300 to 800 voters residing therein. Consequently the voters residing in such clusters will have to travel several kilometers to reach their polling booths. Similarly, in urban areas many new dwelling societies and big residential colonies have recently come up. Thousands of people live in these new colonies. They have been left out of the voter lists. It is requested that at all such places, polling booths or mobile booths be arranged.

3. The photo voter lists carry many mistakes with regard to names and photographs. A large number of cases of this nature have come to notice. This ought to be re-examined in all the Lok Sabha and State Assembly Constituencies in a big way so that all such mistakes are rectified.

4. The work on identification of sensitive and extremely sensitive polling stations, State Assembly and Lok Sabha areas should be undertaken prior to the commencement of the election process, so that the commission have enough time to initiate proper steps to make appropriate arrangements for these areas well in time, so as to ensure free fearless and fair elections.

5. Elections are an important occasion in a democracy through which people elect the parties and their representatives by exercising their franchise. For some time past unnecessary restrictions are being imposed on election campaigning, holding of meetings and rallies. Due to these unnecessary restrictive practices the average voter remains un-involved in the election process, right up to the last moment. That is the reason why money and muscle power move to centrestage. The election commission should give due thought on preparing a new election code of conduct, keeping in mind the fast changing social and political realities in the country. Such a code should ensure that the political parties are able to reach out to the voters with their programmes and other connected issues without undue restrictions.

We therefore, request that the Hon’ble Election Commission takes due notice of the important issues raised above and take immediate remedial actions.
